Recently made it a goal of mine to get 120 RC on the main, going to be doing this through Bloods in the Wilderness. It is capped at 50k bonus exp per day. Scrolls / Elder Charms.
I have tried getting rank 3 from the common parts and failed at least 30 times. Although you could mix some things with Wise 2 I doubt you'd be able to realistically get a non-Enlightened perk with Wise 3. I whipped up a Wise 2 perk and slapped it into the augmented flowers you're given from the start of the Invention tutorial and kept them ever since; didn't know what could be augmented that's off-hand that I'd want toting around with me. My go to is Enhanced Excalibur because it's incredibly cheap.
having said that, offhand or main hand is still the best choice because the chisels 1% and wise is 1-3%.

That about wraps it up. I could see it being sort of helpful for lower levels though. Invention tool perks (not Wise, but the others like Honed/Furnace/New perk) Boosts that don’t work: Wisdom Aura and Wise perk; Refer a friend bonus; Clan avatar bonus; Experience lamps; Bonus XP ; Incense sticks; Pulse cores and cinder cores; Other XP boosting items; A Note on Account-Sharing. Someone was telling me I should upgrade either my wilderness Sword or my OH enhanced Excalibur with Wise 3. As such it is best to settle for rank 2 until you are level 83. this perk really isn't underrated pretty much all of the high level community has already been using this since release.

The reason offhand is best is because skill boosting gear takes body/legs and other skills and gear such as Hunter and Skillchompas use Main hand.
