I agree that a visual tool is the ideal approach but in practice it's often impossible to dedicate the resources to making one for everything that needs editing.

Almost reminds me of Skyrim. Phonemes are selected through a Switch Container in Wwise. In some games however, scripting could get tedious, especially if the dialogue is more dynamic and depends on many conditions (say, character mood and stats, npc knowledge, weather, items, etc.)
I assume each dialogue may consist of the text spoken by the NPC, followed by a list of responses available to the player.
